In collaboration with Alachua County and Rebuilding Together North Central Florida (RTNCF), the Alachua County Energy Efficiency Program (ACEEP) is designed to help reduce utility costs for low-income tenants by creating a fund to improve the energy efficiency of rental units. The program aims to alleviate the financial burden of rental upgrades from landlords to ensure the costs are not shifted to tenants. The program also aims to improve property values, renter retention, and home comfort, while reducing the energy-burden of tenants. Through the program, participants can request various home upgrades, such as better attic insulation, new air-conditioners, and energy-efficient appliances, with each rental unit eligible for up to $15,000 in improvements.
Property owners who participate must agree to maintain the affordability of the unit for a specific period, depending on the amount of the award. This commitment is secured through a Land Use Restriction Agreement (LURA), which ensures the property remains part of the affordable housing rental market for the agreed timeframe. If the property is removed from the affordable housing market before the end of this period, the owner must repay the award amount. There is a reasonability justification option for cases where rental increases must surpass inflation.

To participate in ACEEP, the first step is having the tenants of the rental unit receive a CWC Home Energy Tune-up. Tenants can apply online here, or can print a paper application here. Please note in the application your interest in ACEEP, and we will reach out to schedule the tune-up.
